Quartzsite Police Chief negotiates behind Council's back

    It can only be presumed that this issue was discussed in yesterday's executive session, before 5 councilmembers voted against placing the Chief on administrative leave.  Why else would Police Chief Jeff Gilbert wait to disclose it to Town Manager Bruno until last night? Why would Gilbert not disclose this public record to his boss? Why would he only copy the email to Sheriff Drum and Parker Police Chief Rod Mendoza?
